Ray Hughes is a Research Associate at the Center for Global Security Research at Lawrence Livermore National Laboratory (LLNL). His research explores the nonproliferation policy and national security concerns of the tritium supply chain in the United States. As well as addressing how emerging nuclear technologies, such as small modular reactors (SMRs) and Fusion energy, can give the U.S. a competitive advantage and provide more robust nonproliferation standards.

Ray earned his Master of Science in International Security from the Sam Nunn School of International Affairs at the Georgia Institute of Technology. During his master’s program, Ray completed the Graduate Certificate in Emerging Technologies and Proliferation, allowing him to take foundational courses in nuclear engineering. He earned his B.A. in International Affairs from Kennesaw State University. Ray also served in the United States Navy for over four years as a Master at Arms in harbor security operations based in Gaeta, Italy.
