Perspective from the Frontline: The Evolving Nature of Emerging Technologies at the National Level
Abstract: This brief will focus on several inter-related areas pertaining to the dynamic landscape of emerging technologies, and national level trends. I will describe my tour in the National Intelligence Council, the Office of the Director of National Intelligence's 2023 Annual Threat Assessment, the evolving overlap between lexicon used by emerging technology and counterproliferation experts, and end by noting why the field of materials science needs to be highlighted in a more prominent way with our customers.
Bio: Dr. Brian Holmes became the National Intelligence Officer for Emerging and Disruptive Technologies in support of the National Intelligence Council and Director of National Intelligence. NIO's support the policy community, Congress, and military decision makers through community coordinated production of all-source strategic analyses on key topics of interest. He focused his research on dual use technologies, and the translation of emerging research and development into advanced materials for military systems. Dr. Holmes received his B.S. in chemistry with a minor in history from the University of Delaware in 1997, and a Ph.D. in chemistry from Clemson University in 2002. After serving two years as a Post-Doctoral Associate in the University of Minnesota's Department of Chemical Engineering and Materials Science researching organic semiconductors, he accepted a two-year American Society for Engineering Education Fellowship with the U.S. Naval Research Laboratory in Washington, DC studying single electron nanotransistors.
