Adjusting Strategy and Policy to an Eroding Deterrence Environment
Abstract: Mr. Weaver will provide insights into how the recently completed Nuclear Posture Review addresses the worsening security environment, what remains to be done to prepare for a world in which we face two nuclear peer adversaries, and the implications of both for the DoE nuclear enterprise.
Bio: Gregory Weaver, is a retired deputy director for Strategic Stability on the Chairman of the Joint Chiefs of Staff Directorate for Strategic Plans and Policy (J5), where he was responsible for the formulation of Joint Staff positions and recommendations regarding strategic deterrence and nuclear policy, as well as Department of Defense efforts to combat weapons of mass destruction and negotiate-and-control international strategic agreements. Prior to joining the Joint Staff, he served as principal director for Nuclear and Missile Defense Policy in the Office of the Under Secretary of Defense for Policy, where he was responsible for all policy matters involving U.S. nuclear and missile defense forces, strategy, plans, and requirements. Mr. Weaver also served as the deputy director of Plans and Policy and as the senior technical adviser for policy, strategy, and plans at U.S. Strategic Command (USSTRATCOM). Prior to working at STRATCOM, he was a legislative assistant for Foreign and Defense Policy for Congressmen Pete Stark and Charles Bennett; a legislative assistant for Defense Policy under Senator Carl Levin; and a senior analyst, project manager, division manager, and assistant vice president during an 18-year stint at Science Applications International Corporation. Mr. Weaver is a graduate of the University of Pennsylvania, earned his master's degree at Georgetown University's School of Foreign Service, and is nearing completion of a doctoral degree at the University of Nebraska-Lincoln.
