Missile Defense Review—Posture, Capabilities and Trends

This presentation will outline key policy directions and trends of the United States Missile Defense Review (MDR) and discuss the adjustments/changes in the corresponding missile defense posture and capabilities in response to a shifting security landscape.

Dr. DeBiaso is the director, Office of Missile Defense Policy, in the Office of the Under Secretary of Defense for Policy (OUSDP). He oversees a staff which formulates national security policies and defense plans for missile defense. In this capacity, he is responsible for developing, implementing and integrating positions regarding missile defense policy, force development, and security cooperation with foreign governments and their military establishments. He previously served as deputy director in OUSDP where he was involved in developing security policies regarding nuclear policy; nuclear force requirements and modernization; missile defense strategy; missile defense program and force requirements; and international cooperation with U.S. allies. Dr. DeBiaso also served as a foreign affairs specialist from 1989 to 1996 in OUSDP and was the senior OSD advisor to the US delegation to the Defense and Space Talks with the former Soviet Union. He received his Ph.D. from the University of Southern California in International Relations, Master's degree from Claremont Graduate School in Government and his Bachelor's degree from the California State University in Political Science.
