Phoebe Pham is a Research Associate at the Center for Global Security Research at Lawrence Livermore National Laboratory, where she examines defense industrial base challenges and U.S. strategic posture. Previously at the RAND Corporation, she analyzed data, developed wargames, and co‑authored studies for clients including the Office of the Under Secretary of Defense for Policy, the Department of Defense/War, and the Office of the Director of National Intelligence. Her research experience includes China’s military strategy, defense industrial base capacity, Indo‑Pacific security dynamics, and operational concepts such as integrated fires, Agile Combat Employment, and unmanned systems.
Drawing from her Navy background and Chinese‑Indonesian‑Vietnamese heritage, Phoebe’s commitment to Indo‑Pacific security is deeply personal. She seeks to understand how U.S. strategy shapes both her heritage communities and the overseas military families that raised her, building bridges to strengthen global security.
Phoebe is an alumna of UC Berkeley’s Nuclear Policy Working Group and a Foreign Policy for America fellow. Recognized as a Luce Finalist, Fulbright Taiwan Finalist, and Matsui Fellow by the Institute of Governmental Studies, she is dedicated to advancing thoughtful, inclusive U.S. leadership in critical global arenas. She holds B.A. degrees in Political Science and Legal Studies from UC Berkeley and will earn an M.A. in National Security from the RAND School of Public Policy in March 2026.
