Paige Gasser

Paige Gasser is a Senior Fellow at the Center for Global Security Research (CGSR) at Lawrence Livermore National Laboratory. Her work examines U.S. deterrence strategy and policy, extended deterrence, strategic stability, nonproliferation, and arms control.

Previously, she served as a Senior Policy Advisor in the Strategy, Plans and Policy Directorate (J5) within the Joint Chiefs of Staff at the Department of Defense. She advised the Chairman and Vice Chairman of the Joint Chiefs of Staff and other Joint Staff senior leaders on issues regarding NATO, nuclear arms control, extended deterrence in the Indo-Pacific, and nuclear modernization. She also contributed to the White House-directed 2022 Nuclear Posture Review (NPR), 2022 National Defense Strategy (NDS), and the 2023 Countering Weapons of Mass Destruction (CWMD) Strategy. In 2023, Gasser was awarded the Joint Civilian Service Commendation Award for her service as a Senior Policy Advisor in the J5.

Before the Joint Staff, Paige served as a Senior Policy Advisor in the Office of the Secretary of Defense (OSD) in the Office of Nuclear and Missile Defense Policy, with a principal focus on congressional affairs and nuclear modernization. She worked on a variety of national security policy issues regarding U.S. nuclear deterrence policy and strategy and was responsible for advising senior DoD leaders for Congressional engagements across a spectrum of nuclear policy issues.

At Lawrence Livermore National Laboratory, she has worked on a variety of NNSA and U.S. Department of State projects, focusing on deterrence, nonproliferation, and arms control. Paige holds a B.S. in Social Sciences and Global Politics from California Polytechnic State University, San Luis Obispo and a M.A. in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University. She is a member of the CSIS Project on Nuclear Issues mid-career cadre and a former Fulbright Scholar in Bulgaria.
