The Role of Information Operations in Integrated Deterrence

Abstract:  Information Operations (IO) play a pivotal role in integrated deterrence strategies, serving as a critical enabler in the realm of nuclear deterrence. As a cornerstone of national security, effective nuclear deterrence hinges on shaping adversary perceptions—convincing them of the credibility, readiness, and capability of a nation’s nuclear forces while underscoring the catastrophic consequences of nuclear conflict. This lecture explores the intricate relationship between information operations and nuclear deterrence, analyzing how IO can reinforce deterrence postures by influencing adversary decision-making, countering disinformation, and bolstering allied confidence. Additionally, it addresses the evolving threats, strategic opportunities, and inherent challenges associated with employing information operations in support of nuclear deterrence in a dynamic and contested global information environment.

Greg Johnson serves as a Strategic Analyst in the Office of Information Operations Policy (OIOP) within the Office of the Under Secretary of Defense for Policy. He is responsible for developing policy guidance and overseeing the implementation of Department of Defense (DoD) policies and strategies across all elements of information operations of the Department; integrating service-specific policy and strategies for Operations in the Information Environment (OIE); supporting policy engagement with the National Security Council, interagency, and with international partners and allies; cultivating organizational relationships with academia and industry; coordinating internally with DoD components; and providing policy advocacy for the conduct of and defense against OIE.
